Set Security Is the First Line Producers Cut. Here Is What It Costs Them.

A production loses a camera package overnight. The gear was locked in a truck in a hotel parking lot. The claim goes to the insurer, and the insurer points to a clause nobody read: the unattended vehicle exclusion. Coverage denied. The rental house still wants its money.

That is not a rare story. Film insurance brokers report production equipment theft climbing in major metros, and many standard production packages carry an exclusion for gear stolen from an unattended vehicle. Terms vary by carrier. Some void coverage only if the vehicle was unlocked, others regardless. Rental houses have started requiring clients to strip that exclusion out before they will lease.

Security is the line item that gets cut at 2am during budget lock. It is also the one that decides whether a loss is covered or eaten.

Why is this suddenly a problem in Texas?

Texas now competes directly with Georgia and New Mexico for productions, and the crews arriving here are new to the city. Texas committed $300 million per biennium to its film incentive fund starting September 1, 2025. The Texas Moving Image Industry Incentive Program grants 5% to 25% of qualified in-state spend by tier, up to 31% once bonuses stack.

To qualify, a film or TV project needs at least $250,000 in Texas spend, at least 60% of the project filmed in Texas, and 35% Texas residents on cast and crew through August 31, 2027, rising in steps after that.

Houston layers its own on top. The Houston Feature Film Incentive Program rebates 10% of approved local spend, capped at $100,000, for narrative features and scripted series. It requires at least 60% of production days within 60 miles of Houston City Hall. The crew base grew with it. Houstonia quotes a Teamsters Southern Region VP saying the union's Texas film department went from 50 people in the early 2000s to 250 today.

What walks off a set

It is not the hero prop. It is the resale market.

Do you need armed or unarmed officers?

For most productions, unarmed is the right call. Armed coverage exists for a narrower set of conditions.

An armed officer at a base camp gate all night is usually money spent on the wrong risk. A producer told them they need armed coverage everywhere and should ask why, in writing.

The licensing question nobody asks until the claim

In Texas, private security is regulated under Chapter 1702 of the Occupations Code and administered by the Department of Public Safety. 2 classifications matter on a set:

Level II, non-commissioned. Unarmed, and a short DPS-approved course plus the exam, typically about 6 hours. Patrol, access control, observation, incident reporting.

Level III, commissioned. Armed, and a minimum of 45 hours under DPS rule, covering the Level II material plus firearms, use of force, and self-defense. House Bill 3424 applies to any qualifying course beginning on or after January 1, 2024, including renewals, and requires 10 to 15 hours of in-person instruction with an approved on-site instructor. The commission runs two years, and renewal requires six hours of continuing education plus firearms proficiency.

The company needs a license too, not only the officers. If a production hires an unlicensed vendor, or hires individuals directly and treats them as crew, the insurer gets a second reason to deny and the production carries the liability itself.

Ask for the company license number and the individual registrations. Any legitimate provider hands them over. Working with licensed security guards in Houston who can produce current DPS registrations for every officer on the call sheet is the version that holds up.

5 questions to ask before you book

What is your DPS company license number, and can I see registrations for the officers assigned to my dates? Names, not a headcount.
Who covers a callout? An officer gets sick at 11pm on a night shoot. Is there a relief roster, or does the post go dark?
What does the incident report look like? Ask for a redacted sample. If a claim happens, that document is your evidence.
Can you issue a certificate of insurance same-day naming the production entity as additional insured? Accounting needs it before anyone steps on set.
Is there a minimum contract term? For a 4-week shoot you should not be signing an annual agreement.

Run the arithmetic before you cut the line

Overnight coverage on a base camp for a 25-day shoot is a fixed cost you can quote today. A single lost shooting day, counting crew, talent, location fees, and the schedule ripple, is not a number most productions can absorb. A denied claim on a rented camera package sits on the production either way.

Also worth checking with the Texas Film Commission before budget lock: payments to Texas vendors generally count toward the in-state qualified spend that sets your grant tier. If your security company is a Texas vendor, that spend may be doing two jobs at once. Confirm it rather than assume it. Security does not make the movie better. It keeps the loss from being the reason the movie stops.
